I am unsure myself, it lists itself as a Battle item yet underneath the feather it says it is a 'Special Ingredient' so maybe it can be used in both a battle or in the alchemy pot.

my #1 guess right now is that it was some kind of special item that lost it's use due to site move/revamp, like an arcane gem. no evidence on that though

It was introduced with the Halloween event. I posted a bug thread about it at the time and I think being a battle trinket is a mistake that was left in after I pointed it out because it was amusing?
Need site currency? Playing with my hundreds of companions here can earn you a decent amount of both blue stones and reactor stones. Companions may be played with once per hour (total, not per user). If nothing shows up, check back later.

Still on AO3 here - Forest of Mirrors, Dragon Cave, MagiStream, Jelle's Marble Runs, and original fiction.
